I do not think PHB is acting out of character (in response to an earlier comment). Being evil and being incompetent are not mutually exclusive (unfortunately), and PHB has a dose of both (one strip that comes to mind, in connection with his being evil, is where PHB asks Catbert if they can flog the employees); though I would agree that incompetence is usually exemplified more often by PHB and evil by Catbert. But one thing that is definitely common with PHB is his lack of concern for the welfare of customers, and in the context of this strip the evil that Dilbert is complementing PHB on is evil against customers (attempting to deceive them, and/or make the product worse for them (by "crippling" a feature)).

I had a feeling someone's won't be happy about me writing "America" instead of "USA", well according to my dictionary my linguistic terminology is correct in this case too.
America may mean two things: 1. The continents of North and South America.
2. The United States of America.
When speaking about both continents together the proper term is "Americas".
